You can papertrade options in ToS. (perhaps some others too)

No. selling is the proper course in certain instances. If a stock fundamentals systemically change after purchase and this changes your future view of the stock then selling is good (even at a loss). If your decision to buy the stock was just plain bad, selling at loss may not be a bad idea.
