There's a whole bunch of "stolen Ukrainian equipment" where the spraypaint over the Russian Army logos is still wet. It's plausible bollocks used by the 'Separatists' to try and hide that they're basically irregulars in the Russian Army.
Given that the pro-Russian rebels boasted in June that they had taken over a Ukrainian air defense system in Donetsk equipped with the Buk system and were going to use it to "defend the sky over Donetsk", it's pretty likely this was stolen from the Ukrainian army.

A bigger question might be who they found to operate it, or to train them how to use it. It's not a point and shoot system, we're talking 3 to maybe 6 armoured vehicles operating together using fairly sophisticated radar and control systems.

Actually yes, you can blame Russia. They are the only country who has decided to race around invading surrounding nations for no reason other than to "Unify mother Russia". They need to get smacked down.

With that being said, I admire Putin. At least he the balls to go after what he wants. After having a coward as a president for the last 6 years, I envy Russia for having a strong leader.

I truly don't think Obama is in a tough spot. Obama is required to take action, yes, but he is in a position of significant power right now. Republicans would have flipped the chessboard (probably with Syria) and attempted to engage in a conflict attacking the problem [predictably] head on. It takes finesse to win one of these "conflicts", and we are finally in a strategic situation to do so. Just wait for deescalation to become a buzzword here shortly. You win a battle at the flanks, any tactician knows this.

If its going to be more sanctions, they have to have teeth. I would like to see Russias ability to wage war removed financially via the UN. Anything less is useless and anything more, at this point, is unnecessary (Troops).

Invent some separatist group to blame it on, who cares? The US intelligence community surely knows exactly where they are. There is no reason in the world for this to be tolerated.

Don't even have to involve Russia. After all, we've heard for months that Russia has nothing to do with the Ukraine separatists. It's all homegrown anger toward Kiev, etc.

You might overestimate the CIA. They have a long history of being terrible at intelligence. Now if its destabilization of a country you want or mind control you need, they've got just the stuff.
