I would be very surprised if it isn't, and the Raina character looks really close to NajaI'm not convinced that the blind guy is actually Reader since we've only seen him teleport / bubble shield which itself looks like an extension of his teleport power.

And she never said 'we should kill them all to be safe'. She said 'If you have to kill her, that wouldnt be such a bad thing' about Raina. She did open up a bit more in her rant to Sky, but she never went as far as 'we should just kill them all'.
Does make you wonder how exactly things will shake out once they finally realize Sky got powers from the Terrigen Crystal though.
I don't anticipate her going that far, just that she's more likely to fall in line with Tony Stark in seeing a necessity in having Inhumans registered and tracked. If for nothing else, she'll likely see value in studying the Inhumans, as you said, to likely to look for a cure. She could become theDr. Kavita Raoof the MCU (a character Joss Whedon created incidentally).In Simmons' mind, it will just be a medical issue to fix. The danger will be if she ever thinks Skye being euthanized is for her own good (and the good of humanity).
The wording was REALLY odd.Yea, when Simmons suddenly turned all 'we should kill them all to be safe', it felt like a very hamfisted way to show the logic behind the supporters of the registration act. They are definitely laying the groundwork for that, as it's also supposedly an argument between Stark and Rogers in Avengers 2 based on some trailer moments.
