Ravens divisional opponents definitely hurt the overall strength of offenses they faced. Cincy and Cleveland were bottom 2 in scoring and they accounted for a quarter of their opponents in the regular season. Steelers were also in the bottom half of the league. Definitely hard to judge with football in different eras. I tend to divide things up in the pre and post salary cap eras because the rules were so different, and teams like the 70s Steelers, 80s Niners, and early 90s Cowboys would be broken up by free agency and the inability to basically sign all-star teams.
