Exactly it looks like it's exploring for exploring sake, It's not like there will be an economy or a "reason" to find planets you just fly to them name them and wander around and look at the cool creatures.I think it's an idea they had that appeals to people's hopes for a space exploration meta verse (Like Quaid's favorite game, Star Citizen). But the developers never set out to do that, they just wanted a procedurally generated universe.
As far as I know there is plenty of trading, combat, piracy, resource gathering, crafting, upgrading, and all the other space sim trappings you would normally expect. It just doesn't have 'quests' to do. You create your own objectives. I think he says that purely based off of the (massive) size of the universe in the game. All the stuff Quaid mentioned is supposed to be with NPC's, though.
