I think the reason why Brad doesn't want to do it is probably because his team can't do it. The engine, I believe, has a lot of limitations and to do custom things like that probably too much? (I'm pulling this out of my ass btw).
I think Game Designers will rarely say "Oh I wish we can do this simple thing but we really have no idea how to code it." but then again maybe Brad really doesn't care about characters vision having mechanical role.
