Definitely would prefer a high level shit IV Snorlax. Picking up level 28 pokemon like Snorlax, Eggsecutor or a Hydro Pump Vape is a great way of saving dust while building an army.
I'll trade you one of my four when trading comes around, assuming it doesn't have to be done in person.

There's that way of looking at it. But I can't see another way of people trading out of region pokemon easily, which is surely something they want to do.

Silph Road apparently have a system set up.
Given how shit their nest database is (can only search one pokemon at a time, not just all nests in your area) I'm not hopeful.

We were talking about whether Niantic will allow trading only in person (via bluetooth or whatever) or whether they will have some kind of trading interface that allows you to trade with people in other regions.
I have no idea what you thought we were talking about or how Silph Road comes into it

Doesn't bother me. I'm cool having my first Snorlax ever. I looked him up and his Battle stats are in the 90% range. He's only in the "average" range because his hitpoints drags his IV way down. The biggest thing is he's just going to be impossible to level up since they're so rare and I don't want him to be my permanent buddy.
So min / max time: Which Magikarp would you level (yeah I know Gyrados isn't great but still curious)?

Hitpoints: 100%

Battle rating: 100%
Oveall: 95.2%
Hitpoints: 77.8%

You said people won't easily be able to trade out of region pokemon. Magikarp 1. Magikarp 2 doesn't even add up right.
So I just caught a lvl 28 73% Gloom. Since it's already lvl 28 I'm really tempted to evolve it to Vileplume even though it's below 80%. IVs are 12/15/6 so it's only missing a few hps.
I've been playing since July 11, level 29 now and I haven't seen a single Snorlax or Lapras EVER. Shit is pissing me off. I live in fucking New York City!!! I frequent Central Park and all over but not a one of those motherfuckers...

I've caught one shitty Lapras and saw one Snorlax but it despawned before I could click it. I have a high IV one of each from 10k eggs though, keep walking! I also bought a full set of incubators twice which helps clear out the 5k eggs.

You have to be pretty goddamn unlucky if you frequent PokeMecca and have never seen a Snorlax.
Lapras is another story entirely. Lapras is the same order of magnitude rarer than Snorlax than Snorlax is rarer than everything else.
Mostly unrelated anecdote: Couldn't get White 2 to work so I fired up Platinum cause I didn't want to play through White a third time. Decided to ignore my rule about always taking the water starter and instead picked up Chimchar because he dual types into fire/fighting at his second stage.
Of course in Platinum the very first gym is rock, and the three pokemon I have so far are fire, flying, and electric. My only option for something strong against rock is to catch and train up a psyduck or machop, which will be pitched later because fuck golduck and I can't get machop's stage 3.
