No, I've never had to request Regional authorization. I've gone to my manager, said "look, this is clearly a dissatisfied guest, I want to do X" and 9 out of 10 times, I get what I want on their behalf. A lot of it IS YMMV though because you need a rep that A) cares and B) explain the situation w/o resorting to threats. I've done overrides for people who threw their phone in the toilet 2 months after purchasing it but I've also denied that "compassionate" assistance to people who had a similar issue because they were a dick.
