They've done a few like that before ( only 2 I think ) that were animated through the whole story. This only had some brief animation at the start
I get the feeling that their film idea / spitballing got too big to animate all of it. So they just put it out as we saw, mostly a still image, so kinda ??? as an incomplete thing.
