Again, it's just intentionally there to fuck with people who like the setting. They could easily insert females and many colored/cultured people in 40k for the tv show and the lore snippets without making them marines or custodians. they just chose not to because fuck-you. The novels include absolute heaps of female characters that have important roles, some times main roles. tons of cool stuff. arbitors, psykers, inquisitors, assassins, guards men (in mixed and non mixed regiments). govenors, nobles, pirates, chaos worshipers, sisters of battle, sisters of silence, basically all the elder (cus they gay, oooooh), i think comissar cain was fucking a female mechanicus chick (i seem to remember she had a tail and skate feet?). they could accomplish anything with the tools they have but fuck-you. get ruined nerds. have some gay space marines too while we're at it.
it's not even about authority or weight in the setting. female inquisitor shows up and tells the ultramarines to glass a world. they'll do it. the Warmaster of a region could be a woman. the space ships are flying cities and have plenty of female crew and captains (oh shit forgot navigators, tons of female navigators, some as main characters).

ps. they're likely going to add super cool female units to all armies, and make them OP next edition, so everyone has to use them or loose.
