Do you not include movement in apm? I find myself adjusting camera angles and general positioning way more than anything else I've played in recent memory.
Talking about movement would be irrelevant since you don't really spam your movement keys to drive your character, all you'd spam is hit one direction button twice to dodge and you can only do it twice in 4-7s, which in my opinion doesn't really qualify as "spam". I have major concerns with Wildstar (limited gameplay, lack of depth etc), but spam isn't one. Hell, you were hyperbolic, let's be a bit provocative there :

It's a myth created by a tiny fraction of loud, vocable players who most of the time didn't experience the game beyond level 10 and then made fallacious assumptions. It's a GCD combat gameplay based MMO with (soon?) ability queue and button behaviour options. If you keep spamming an ability when it's already on the ability queue, or if you spam a spell you're actually casting, it won't cast faster and it's definitely not the game's fault. I'm not saying it's bad gameplay, a lot of people mashs skills twice or three times in a row, it's how people play. But what I mean is, stun removal aside, the game DOES NOT require you to actually spam buttons. Let's take an exemple.
Esper has Telekinetic Strike, a 1.25s cast that "builds" Psi points. Psi points are nice with Mind Burst, an instant cast that "cleanses" your Psi 5 points ressource (the more Psi Points you have, the more damage it does). Now, reading this, you'd assume "hey, let's hit TS 5 times, max my Psi points ressource and then UNLEASH THE POWER with MB, right ? Yeah it's burst gameplay. But you can also build 1 Psi point and instantly cast MB, it will do less damage at once with 1 PP than 5 of course, but you'll probably make more sustained DPS. Or do some math, maybe 2 TS / MB ? See, you're not forced to max ressource by chain casting TS 5 times EVERYTIME you wanna cast MB, you can adapt to what you're currently fighting : burst DPS or sustained DPS ? And I'm talking about 2 spells there, which are basically gameplay at level 3.
I really think Wildstar's gameplay need improvements right now, I don't like their limited action bar boogaloo at all and I'm quite dubitative about endgame content but saying Wildstar has spammy combat gameplay is in my opinion a misconception based on biased feedback from a tiny portion of players who expressed their opinion ad nauseam on 4chan, Something Awful, rerolled and other community sites. The truth would be definitely out there.
