It's good, it's just not overpowered or game breaking like some of the other legendaries are.
I think of Ravenholdt Insignia or Shadow Satyr's Walk for rogues.

idgaf about the legendary. I'm more surprised I got one so quickly on my alt. I was just thinking it might be time to just level up the warlock or another ranged class instead of yet another leather-clad melee class and *Boom* legendary drops. It's sort of funny because I normally play tank to slowly grind through WQs but was DPS for the LFR when it dropped. I'm guessing that it didn't matter though.

I just got my Legendary Belt for the Enhance Shaman. Stats are so so. It has Crit and haste and no gem slot. It was still a descent DPS boost over what I had when rotating out the necklace.The effect, while good is to much work for me. Having to tab target other mobs to maximize the effect makes me sigh. I wish it would have just applied as it chained to other targets. Another example of poor design.
Got my second leg on my rogue on Tuesday (Insignia!) and my first on my mage yesterday - Sephuz 
Rarely play the mage and my rogue now has two good dps legs so I'm happy.
Weird thing - the mage leg dropped off of one of the rare mobs in Suramar that I killed while doing the emissary daily. Didn't know that could happen.

Yeah, that's been my experience as well. My newest 110s had a legendary before my first 110 alt got his (hit 110 a few days after launch).

Got two legendaries on my shaman within a few days of each other.
And yeah Qwirb, they can drop off rare mobs and even treasure chests, it's just a lower chance than emissary bag/boss mob.
Aside: Anyone know of an addon that will automatically turn targettable beneficial spells into mouseover spells? I hate having to make mouseover macros for every targettable beneficial spell on every character I play =/
Just got a Sephuz on my Druid from an emissary cache. 3 legs in 3 days, 2 are Sephuz... Do I get to be president of the club now?

One of my alliance guildies got a legendary out of a small treasure chest in Stormheim. We were like, wow, I didn't know that was possible.
Well it is! So if you are running around the zones with a different loot spec on than what you would normally have for dungeons/raids/emissary cache, be aware that you can get screwed bigly in the most random of places.
