I mean, it is going to be RNGesus but they also said there will be specific ways to obtain them through the world. Putting an emphasis on specific, that leads me to believe that if you want to put in the work you can get those items eventually. By default they are capped at those levels, however you can currently in warlords obtain items that will upgrade your Heirlooms all the way to level 100. What makes you say that? They've said it will be pretty easy to catch up alternate spec artifacts. Note that 'catch up' doesn't mean 'keep them all maxed', but that'll be possible with some extra work.Sure you can switch between them at will, but the artifact will block you from playing more than 2, and realistically you are stuck with 1. Not a huge deal for hybrid classes, but it sucks for dps only classes.
There's no obvious feature in there which looks like it'd eat up 3/4s of the dev time (a la garrisons in WoD/old world revamp in Cata) and most of it is iterations on existing stuff (level scaling is already in for Timewalking, for example and the various halls will probably be based on the garrison) sohopefullythat means we actually get a completed expansion this time around.So what's the overall feature list we have so far?

That is a ton of work for pure dps classes. Your personal gamestyle and everthing else that goes with picking that spec you love means nothing when the devs decide to nerf the fuck out of something and boost something else. Look at the mage in WoD, everyone started frost because not only was it the best, it had the correct gear for it in highmaul. Then came BRF where people often switched between fire and arcane depending on their gear or fight. They are basically the weapon drops we have now so getting a hold of multiple ones will be difficult. Furthermore, we don't know if you can just unslot a relic and throw it into another spec's artifact. Also, plus skills are on the relics and it is not clear if those change when you slot it in a different spec's artifact, if that is even possible.What makes you say that? I'm pretty sure you can't; relics appear to be the Artifact-only version of gems. So you can't recover a relic once slotted, you can only overwrite it. Which is part of why it's going to be slightly more difficult to keep all your artifact to the top: you'll need to farm artifact power AND relics for all specs, while previously you could often reuse the same weapon in different specs.Furthermore, we don't know if you can just unslot a relic and throw it into another spec's artifact.
