GW2 is a classic example of a system that uses a rotation to deal maximum damage for sustained periods of time. You change that rotation on the fly to suit the situation, or pause it while you dodge some shit. It STILL remains a case of pushing buttons on cooldown in a specific order that never changes INSIDE that rotation. Outside the combat system, the encounter mechanics can and will dictate which buttons you will ADD to your rotation.
WoW's system is mostly priority based these days (and has been for awhile), which means, while you've got buttons to push on cooldown, sometimes there's other buttons that need to be pushed first (generated by the combat system -- not the encounter).
BnS is actually closer to SFII than all those other games you listed -- combined.
