So as a Bucs fan, I'm pretty torn about the Revis trade. I think the Bucs got the better end of the deal with just trading a 1st this year and a 3rd next year. If the Bucs were going to grab Milliner, they would have had to trade their first, 2nd, and 5th this year just to get up to the top 10 to have a chance at Milliner. And really, Milliner isn't as good as Revis is in his prime, though it remains to be seen if Revis can come back to his previous form. I imagine Revis at 75% of his previous self probably is still a #1 corner in the league, so I don't mind the draft picks for a starting #1 CB.
What I do have a problem with is the contract. Sure, its risk free for having no guaranteed money, however it puts the Bucs in an odd situation. Scenario 1) Revis is back to his old form and after year 2 he demands a contract with a lot of guaranteed money. This scenario isn't that bad really, because the Bucs will still be flush with cap space to pay the man. Scenario 2) Revis isn't recovered at all from the injury, so the Bucs cut him. This scenario is kinda bad considering they have spent 2 picks + 32 million to find out he sucks. Scenario 3) Revis is somewhere below his previous form, but is still good enough to be a #1 CB, however, he's not worth the 16 million/year. This is probably the worst situation, because Revis is unlikely to take a pay cut and the Bucs won't want to pay him the 16M a year. So there's a chance he gets cut, and some other team picks him up for 8-12M a year instead, and he's still a solid starter.
So yeah, the contract, while it seems good from a salary cap standpoint right now, may provide headaches 2+ years down the road once we finally see if Revis is back to his old form or not.
