Won't ever happen. First off the Superbowl is mainly a huge corporate event for the NFL and needs to cater to that crowd, which means world-class destinations (look how much flack the NFL got over the Detroit Superbowl...)
Second it would be logistically impossible for the cities. Cities spend years putting together plans, infrastructure, etc just toBIDfor having the Superbowl. Now you are asking cities to get everything needed in place to host a Superbowl in as little as a month? The Superbowl is just too huge of an event and requires years of prep-work for these cities to pull them off.
