Its not like every team is equal. As far as going for it on 4th downs, I would surmise that a team that has a good offense and a poor defense would benefit more from going for it on reasonable 4th downs than a team with a lesser offense and good defense. You also have to consider the 'flow of the game'. I would think, though, that if I was coaching a team with the offense on the same level as say the Saints or Broncos that I would be automatically going for any 4th down that has 2 or fewer yards to gain and the ball is between the opponents 30 and my own 40 yard lines (unless a FG wins the game, or its tied or we're winning by less than 7 in the late seconds, stuff like that). But I don't forget that people much smarter than I, that have spent their entire lives with football, that are actually out there making the decisions probably know better than I do.
As far as onside kicks, I've linkedthis articlebefore, though I can't recall what I was talking about. According to it, "expected" onside kicks have about a 20% success rate in the NFL. There is just no way always onsides kicking works in the NFL, with all of the teams/talent being much closer together than at the HS or College levels. Even if you consider the returning team having to honor the onside kick threat, I don't think it matters with the new kickoff rules. Almost everything is a touchback already. A kicker would have to have the skill to place a ball so that it falls somewhere between the 5 yard line and the goal line, with a chance to bounce backwards (even possible with all of the forward momentum?).
