The team has publicly said they've contacted Lamar multiple times about getting a contract together but he keeps putting it off. General thought now is, rather than sign a big contract before this season he's going to risk seeing how this season goes and if he makes the playoffs he's going for broke on a new contract. Something to make Watson's look puny by comparison.
I could see this going the Kirk Cousins route. Ravens just tag him for 2 years and let him walk. Draft a QB this year or next and groom him.
