You can't hold the coaches completely blameless for that. Do the coaches have zero say in personnel decisions? Are the coaches not allowed to coach players? Are the coaches not allowed to game plan around weaknesses and emphasize strengths of players?

Not being a scout or even interested in the pats, I can't tell you how much potential the o line has. But there's a chance there's some potential and the coaches are squandering it.
