im talking about the TV show as i have never read a Green Arrow comic. oliver's motorcyle is just a motorcycle, it has no special modifications or anything.
Except Green Arrow has his own story-lines. 75 years of them in fact yet the shows producers continually lift from Batman. A fact the shows producers have gone on record saying they are unapologetic about ,and will continue to steal stories from that hero.Green Arrow has always been similar to Batman, but blame DC for that. The show's only actual stealing was the Ra's storyline.

Green Arrow alone is rip off of Batman, there is no getting around that. They share the same archetype in comics.
Both have contacts high up in the police force.
Both can easily be contacted by the police when needed.
Both have a no killing policy.
Both only seem to do their vigilantism at night.
Both have a love interest dressed in a black tight suit named after an animal (Catwoman/Black Canary)
Both were presumed dead for years, while in the meantime receiving training in all sorts of martial arts and other (weapons) tactics
The Ras Storyline is many different smaller stories in one. That Arrow hinged over a years worth of content on....The show's only actual stealing was the Ra's storyline.
welcome to the chuk side.Anyways, I'm actually coming around to the idea that they could be talking about Merlyn as the person they need to kill at the gravestone and in the limo. Dahrk seems too obvious and they never actually say his name and only refer to the person as "him".
I also have suspicion this will be legends of tomorrow related and its Ray Palmer who they think dead and vandal savage is the on they are referring to. I don't think dahrk is the final baddie of the season. Wouldn't be surprised merlyn or deathstroke doesn't fill that role toward the end
