Estimated total budget is around $200-250M (including marketing). Yes, 3 million in sales is too low to recoup your budget, so 3 millions might be the revised estimate already.If their goal was only 3 million, then that suggests internally they had relatively low expectations to begin with. I have to imagine the game cost a lot to develop/market/etc

The FIFA license is $250m per year, and has actually not a lot in it. For player names and likenesses you have to have separate licensing with FIFPRO--except for leagues that are not part of FIFPRO, like the German Bundesliga, which have separate deals of course.it's called FC25 now cause they don't have FIFA licensing anymore but same thing
