Apparently enemies do not scale in to your level in FO4, so that seems like a huge improvement.

I'm not going to be looking for a good story with interesting choices in a Bethesda game, Witcher 3 spoiled me too much. I might as well save myself the disappointment.

That's okay, I'm much more of a Star Trek guy than a Star Wars guy, tbh.

I mean I don't actively dislike Star Wars, of course. The prequel trilogy is awful. Some of the now defunct non canonical expanded universe books were good. My favorite movie is Episode 5 (as is most people's I imagine), but in general, if I had to pick, I'd pick Star Trek over Star Wars.

In fact, Fallout 4 doesn't have a level cap at all, said Bethesda:

This is a major departure from the previous Fallout games, all of which had level caps. And it means that the experience players earn from side quests and other activities that they do after completing the main quest line will be worthwhile.

Bethesda said previously that it's revising the way enemy difficulty is scaled upward along with the player's level, a change that likely goes hand-in-hand with the removal of a level cap.

"We call it rubberbanding; we'll have an area [where enemies scale from] level 5 to 10, and then this area will be level 30 and above," Fallout 4 game director Todd Howard told Game Informer at E3.
So there is still level scaling, but its by zones. This is a refinement of how level scaling has worked in previous games.

Oblivion was the most egregious level-scaling system. Skyrim and FO3 were better but not far enough IMO.

If mobs hit a level cap pretty quickly and players don't hit a soft-level cap (Ex: where hitting level 42 requires as much experience as levelling from 1-41), intelligence could play a pretty strong role if it's a sizable scalar.

There are no more skill points though.

It does effect exp gains apparently (just looked that up didn't know it) so yeah I could see high intelligence being super useful if that's the case.

Hopefully Bethesda handles it better than that. At the very least the ranges should be small and not permanently lock based on the level you are the first time you wander in.

It sounds more like: Each area has a level range. It is hard-coded in the game, but dynamically scales within that range to you. So Cave 1 has a range of 5-10, Cave 2 is 10-15, etc. and it's just hard coded that way. That is very similar (but I would say better) than Skyrim/FO3
