Na they probably figured it'd be a better way to get some money to pay for the shit, considering it's probably turning to be super expensive and while it is FF7, they don't know if they'll make the money back. I mean short of the story and like design, they're making an entirely new FF pretty much. They can't reuse jackshit from the original, like literally nothing but the design documents, they have to make new models for everything, new cutscenes, new voice acting, new music, new gameplay systems since they're changing combat and shit too etc. And considering they're probaby bleeding money over FFXV already, if this sold poorly it'd be terrible. By selling episodic shit they can get the money earlier and shit.
Remains to be seen how shitty the system is. I fucking hate episodic gaming stuff, or episodic anything, like I only watch stuff when it's done(makes it hard to avoid spoilers sometimes but eh), so same for games. But I'd say it's a bit early to cry the game is gonna be 150$ or whatever the fuck. I mean costumes and shit sure, who the fuck cares though, I assume they'll have like Advent Children costumes and FFXIII costumes and what the fuck.
