Not strictly true, killing things is about time, temperature, and oxygen. The inside of meat simply doesn't have enough oxygen to support most pathogens, so the pre or post sear (depending on preference) will kill all the surface things that don't die @120, like listeria. The only reason 120 could be a problem is if you don't sear (for some bizarre reason). My concern would actually be that if you hold meat at 120 for long enough there are enzymes that will break down the meat that don't until degrade @123 or so. Holding the meat at 103 and then 120 for an hour each is a popular way of "wet-aging" meat via sous-vide.Food borne illness. 120 is not hot enough to kill bacteria so if you are letting them develop for a few hours you could potentially have a problem.
