The biggest problem I think is that almost all the overload card are too high cost for what the tempo is worth. Look at the new draw card, sure it only costs two mana to draw two cards, but then you are overloaded for two next turn so what is that going to help. The totem golem is a great card since it's the same total mana as other 3/4s but you can get it out a turn earlier.Quite frankly, the only way to turn things around for shaman is to print some class cards that are OP as fuck. And I doubt that will ever happen. Shaman is a design failure. I wouldn't say they need a complete overhaul, but they definitely need more than a few small changes.
For overload to work, the shaman needs either good cards that take advantage of overload (lava shock sucks), or more overload cards that are competitively priced on total mana like totem golem, lightning bolt or fireguard destroyer.
