3.) SHRC (because of the insec/UZI issues
4.) SK (because I thought they are a weak team who just happened to match up decently against some of the other Euros.
But I know a lot of people think TPA is garbage tier and that SK could edge TSM out because of the whole NA is the weakest of the large regions bias that is everywhere in the LoL community.

W has a super short CD but only heals teammates (not Raka) at the cost of 10% of Raka's health
E is now a ground target with an instant silence and root if they stay in too long
R is basically the same
Also, he base move speed was lowered BUT she gains 70% move speed when moving toward allies with less than 40% health. Nightblu3 played her in the jungle and it actually worked, her clear speed was pretty good.

No, if you noticed Monte (former "coach" of CLG) had nothing good to say about TSM and is a Korea fanboy on the levels of an apple fanboy. Since Monte and Dlift like to talk shit about TSM and tried to throw out some of their shit like it worked (korea boot camp) when it didn't I suppose the casters decided to take their ass down a notch. To be expected IMO when you talk soo much shit but then don't make it to worlds.
Mostly because with her current kit she is either dumpster tier or god tier with no in between. Every time they have buffed her kit she has either been the dominant support until a nerf comes around or we get the abominations that were top/mid Soraka. As soon as they nerf her though she sees absolutely zero play from plat to the pro level.

More precious developer time being devoted to Soraka? Phew! Wouldn't want those Sion or Shaco revamps to get any man hours. Better work Soraka for the seventh or eight time. Maybe get some skill shots in her kit or something. After that maybe we can give Teemo another rework and maybe a visual upgrade.
Yeah, as Arbitrary mentioned there are plenty of other champions who see significantly less play time than Soraka across all levels of play.
Its pretty obvious at this point that certain characters like sion/shaco/poppy are being left to rot. Riot just doesn't care about them or want them to be competitive. Eve used to be that way, hell she was nerfed to unplayable status outside of a couple gimmicks for a year and a half.
It still is happening. From what I gather they wanted a true healer in the support role since there is none currently so the Soraka rework came about. Last I heard on Sion is they are still trying to figure out what the fuck they want him to be. I almost feel like they start a whole bunch of shit at once and which ever one works itself out faster ends up getting more resources pushed to it.

I don't mind that they have a bunch of irons in the fire. What I mind is when they have multiple announcements and dev posts about something and it goes nowhere for years. When a project is far enough along that it's realistic to expect it is actually going to make it to production then start talking about it.
Fiora too. I mean they actually had a QA about how the kit was going to turn (sounded like a done deal for the most part) and then it just poofed. Maybe they actually started lookig at the data and realized she didn't need a complete rework considering she has been in the top five solo queue winrates for six months or so.
