Back in the 80's Marvel had two visions of how powers are gained.
Mutants were born with their powers. Some gained them right away, some in their teens, some later in life. The key point was they alwahs had their powers from birth.
Altered humans gained their powers later in life through external means. They were not born with any dormant powers. External means ie, gamma radiation for Hulk, super solider serum for Captain America, radioactive spider bite for Spider Man etc.
Now they were both considered humans. How they gained their powers was what made them different.
Also you had other races who were not human who had powers. Asgardians, Olympians, Externals, Inhumans, Titans, etc. They appeared human but were not of Earth. Thor, Hercules, Loki, Thanos, Black Bolt, Gilgamesh, etc were these powers.
The mutant verses altered human thing has always been weird for me in the 80's/90's comic lines I read. As mutants were feared and altered humans were mostly seen as heroes. Even though both types had as many heroes as villains. But that is not really the point.
Just stating Marvel's take on it from the 80's/90's that may have change with the revamps in 2000's however.
