It's a dumb idea and is going to substantially diminish the quality of jiu jitsu in his tournament. None of the best competitors are going to sign up to get hit in the head.
There's already a sport where striking and grappling are combined. If you want to run an MMA tournament, just do that. I don't think this middle ground is interesting or entertaining.
I think I agree with you, reason being once you add strikes, to train for the competition you have to train them on the mats to some degree, which stops being pure grappling. All of the sudden you have hybrid MMA that you train for, which means you set aside time for ground and pound work, by sparring or bags. There goes the appeal of sports jiu-jitsu where you can roll with significantly less fear of causing or enduring certain types of bodily harm. At which point why bother at all with open palm strikes, why not go all in with MMA? I think the slipperly slope holds here.
