Yes and it is a huge step backwards from PoE1 in many, many regards. Which is baffling because they have been steadily innovating and improving on the experience in that game for so long and yet they decided to be regressive with so many of the things they've ported into PoE2. They also have not added anything "new" to the genre, they copied and hybridized a bunch of things that quite frankly just don't belong in ARPGs (like dodge roll and collision "pushing")
The fact that its called PoE2 is the biggest hurdle for them, expectations are high because of the bar they've set for themselves. I believe the game will be much less frustrating and much better to play by full release. But I'm glad that so many people are complaining about the obvious regressive features because GGG is usually very good about not just being arrogant pricks and digging in on most issues (sometimes they do but its rare).
This new Atlas system is straight up just a worse version of the PoE1 Atlas system in every single way. From how you unlock points to how random it all is to how much less control you as a player have over what content you want to farm to how absolutely awful the map layouts are to the 1 try nonsense. The Atlas in PoE1 is the single most innovative thing ever added to ARPGs ever. And over the years they have dialed it in to a point where you can quite literally choose your own adventure and even save multiple setup loadouts. This RNG on RNG on RNG version of the Atlas they instituted in PoE2 is throwing away all the lessons and work they put in to making the Atlas so good in PoE1. It's baffling.
The game is still very good, because GGG is good at creating compelling systems, but it still begs the question "Why did they implement this" in so many areas.
I completely agree and the only way the decisions make sense is:
1.) They are trying some new things (like the atlas) and it may not be great to start, but it will get better because this is the first pass
and
2.) They never expected POE1 to turn out like it did and now they have to trivialize their old content every few leagues because they don't have any room to maneuver without a complete reset which has made them hold back a ton of power/skills/content/etc so that they can drip feed it to us over the next few years
The second bullet point can be taken as something malevolent if you wanted to paint GG with that brush, but I really think it is a conscious effort to put themselves in a position to grow the game over a decade that may be causing them to be too shortsighted up front.
