Drawing in combat sucks. You select the Draw action, pick a spell you want that the enemy has, it goes into the animation, and you get 1-9 (usually 3-5) stocks of that spell. Each character has their own magic stockpile so if you start out and want everyone to have 100 stocks of Cure then the game is going to look like a pile of shit.
In reality you very rarely use Draw. The espers in the game all have abilities you can unlock to convert items into magic and to convert cards into items. If you want Curaga, for example, you can "refine" 20 stocks out of a Cabin. So you just do that. If you spend a couple hours playing Triple Triad, the card game, at the start you'll get enough shit to set yourself up and only ever need to Draw specific magics from bosses. Later on as you get more and more espers the amount of shit you can refine will get massive and it'll never be a problem.
I hated the game as a kid and literally shelved it for almost two decades. With some help from GameFaqs I was finally able to learn how to play it properly and now really its game play.
edit - and you get like four different espers right away
