So is it the consensus that the serumed-up guy in the street is the new (Hydra) Cap?
No.
Wasn't his issue that he has no form of income? I mean if he gets 50k per mission and he has several missions per year. He could make a loan. But we don't know if he is getting paid or who he's working for. And why be a shrimpin boat cappin if he's out on these missions and his sister is noping out because she sucks at it.
I mean who says he is getting 50k per mission? He wants to save his family legacy more than become a shrimp boat captain.

I think the stats are that he was gone for 5 years, he's only been back for about 5-6 months.. since the end of end game. In this time, yeah he has gone on what seems one mission. The only thing I have to relate toward contracts of anything close to Falcon's caliber is my dad time as USAF Special Operations.. which isn't much but I do know that the actual missions are few and far between with a lot of training exercises thorough out. He tries to put up leverage that he does have contracts lined up, so that he is good for the money(iirc).. but the problem is more of "now" than later. The dude is insistent on knowing his income on a personal level, wanting to know how it works, if Stark is bankrolling it.. but he shuts it down and goes on about "in good faith". Buuut i'm playing it off the top of my head, and don't care to go over analyze the actual conversation.. I just believe it did lay out some groundwork moving forward.

The problem is Falcon isn't just some random nobody. He belongs to a well recognized group The Avengers who just so happened to save the world. You are telling me he has no one he knows who can help him out with a loan for 100k. Not the government, not Shield, not any of his Avenger homies, not anyone who would be thrilled to sponsor him.
There are a few nods to the fact that while he is on the Avengers, he is a b-tier, c-tier hero. He's not Cap, Ironman, Thor, or Hulk.. even in Endgame, children don't even know who Lang is. In the show, the dude thought he was a football player. Aside from that, yeah, there could probably be a hotline to someone that can help.. but my assumption is that the whole Stark estate and Potts is going to be the driving point of Armor Wars.. which is a confirmed series. The US Govt obviously doesn't care, he gets congratulated on turning in the shield, and by the end of the episode the same guy announces a new guy carrying that same exact shield.. so he got chimp'd.

Aside from all that shit lol, I just wanted point out TIL, apparently Derek Kolstad(John Wick, ect) was one of the writers and it was semileaked in an interview about his experience at mcu? that the episodes he did are Ep 3 and 4.

There's going to be some more comic callbacks which are hinted by leaked casting and rights disputes that were settled recently. No one knows how the backstories will be integrated into on-screen canon but the leak sites already have detailed information about characters from the comic side, beware if you don't want spoilers.

that was just an arbitrary number i came up with. they introduced this substory, they may as well explain to us how shit Sam is with money. he seems pretty shit and the ridiculousness of him expecting a loan with his shit financials is worse. cant blame Mister Charlie for this one.

I can see him not having money from Stark, he was an Avenger for like 2 minutes before he goes off with Cap in civil war. Hopefully bubba gump and family was just filler and not gonna persist throughout the show.

I think its just setting up a motivating force to propel the story forward and will be dropped soonish.

It's just one of the ways they are trying to show the world is really fucked up after Thanos and the blip shit. This is the first time we've gotten a real look at the aftermath. It wasn't shown in WandaVision at all.

Well, for starters I think he would have his military pension and be making money on contracting gigs. And as mentioned with his skillset a weekends worth of work should be netting him high 6 if not mid 7 figured relative to the cost of sending in tomahawks or multiple units.

But even with that said, I think something they'll have to address is how the Avengers funding keeps going. They aren't a government agency, their primary benefactor is dead. Question being how Tony set up his will, who got what. (For instance, does Spiderman still have Happy rolling around with him and a Stark jet with full spider suit fabrication facility inside it?) With Tony being a multi-gazillionaire apparently I'm willing to bet they'll just hand wave it as he set up an AI investing money to keep an "Avengers Trust" going to finance things as a subsidiary of Stark Industries and Pepper running Stark Industries (i.e. the EDITH AI from Spiderman).

It makes no sense at all that he wouldn't be able to whip up some capital at the drop of a hat. Just doesn't. They're giving him plot complications to avoid him just being the Will Smith foil to Bucky's Murtock.

I haven't watched any yet, but I can see the US Agent angle as since Captain America was a military project they would just do another military project and name a new one. We know from the horrible Hulk movie that they were still experimenting somehow with some amount of super soldier serum they found/rediscovered. My bet is they're going to find out that's amping up these bad guys they're fighting. Sam will decide he needs to step up his game and take a dose, but then Agent Carters Great Niece or whatever (the blonde chick) will to and we'll have blonde haired, blue eyed, female captain america in the end. But we'll also have a leveled up Falcon for future movies.

But I could be crazy.
