No I don't think that but if support for a program is nebulous then You can't blame the public, it was the rulers that made the decision, they could have gone any way they wanted based on opinion at that time, that's what they chose to do.
bush/cheney got it signed into law and as cheney pointed out that although obama campaigned to dismantle the apparatus itself(the patriot act among it) however
+ temptation of the program would prevent obama from dismantling it and thus justify it's existence.
also what was the reaction to the total information awareness program, that is the predecessor to prism, that program was met with such public outrage they buried it, pretended to defund it and and built it secretly, that is not "public support"
