So if tomorrow, a North Korean officer or high ranking military member releases a shit ton of classified North Korean information that could assist in bringing that regime down, he should be ignored and shipped back to Kim Jong-Un for summery execution?
North Korea should try to track him down and kill or apprehend him and their allies will do everything they can to turn him over to them or kill him themselves. Anyone country would do the same.

We would take advantage of that information just as much as any other country would take advantage of this information and any more stuff he claims that he has.

his goal was to get that shit known by as much people as possible, I don't know the best way to do it but he thought that way was the best for what was available to him.

A more fitting analogy might be a British citizen revealing classified information about a similar program in England. And I would say yes, absolutely, send his ass back to stand trial.
