This is my first page of "How to apply" Google results:

Eyeliner (guess from the wife using my PC - although she has her own - but whatever)
University of CA (I don't live near CA, but have considered some reeducation before going back to work)

Heuristics play a role but its not that heavily weighed. The reason some of those sites come up are

1. .edu and .gov domains are weighed much more heavily in google algorithm, thats why those schools, FBI, CIA, SSA and NIH come up - they are all flagged as educational institutions or government institutions.
2. There will always be at least 1 or 2 videos coming up in search as alternative form of media. Since videos for makeup application make more sense than a video on how to apply to UC, it explains why it comes up at the top. Google usually inserts youtube videos into search results at the top.
