Mini-games can be great if done right. Think about a game like Starcraft (1 or 2): You have your core game and then you have all the custom maps/game modes. After some amount of time, there will be a large chunk of people who are tired of your core game, but continue to play the custom maps/game modes (Tower Defense, DOTA, etc).
Pet Battles in WoW really did get a decent chunk of people to keep playing when they tired of the core game (the fact they are spending a lot more time balancing it and adding to it kinda proves that it -is- having a noticeable impact). Heck, some of my old EQ1 guildies who still play WoW do so almost exclusively because of the pet battle system.
At it's core, they need a game that can be played in multiple ways and each way will be satisfying to various demographics. Creating meta-games within the game can be a good way of accomplishing this, since they give you freedom to play with game mechanics that wouldn't normally be compatible.
