It's going fairly slow and building back up and 1 mph from a 4. I see no reason it should weaken and at 6mph movement has plenty of time to regain 4.

edit- 130 is technically a 4 just most models use 131+ as 4 for some stupid reason. Give me a break I just woke up.

Pretty much after the next 3-6 hours it will only weaken. After seeing 185mph Irma, 130mph Irma seems weak but that is still legit as fuck for what it hits.
