Yeah, I think it's impossible to play the game and do every quest without a significant chunk of them going grey. It seems like someone decided very late in development that you should be able to do most of the Act 1 main quest stuff in whatever order you want, so the juggled around a bunch of quest levels and xp rewards but then never actually tested it to be sure it made any sense.
I'm playing it on my PS4 now while I wait for a PC patch to come out. Still in the prologue so I've got at least 20 hours or so before there's a chance of running into the xp bug. I'm going to try to do everything at the correct level this time even if it means bouncing from Velen to Novigard to Skellige before finishing any of those areas completely. Sadly the Prima guide is shit like almost all their guides tend to be, and it doesn't have the quests labeled with their levels so I have to plan out most of it from memory.

I have PC and PS4 sitting right next to each other on my desk and it's very easy to tell the two apart. The PS4 even has a newer/better monitor hooked up to it and it's still obvious. And no, I'm not using SweetFX/ReShade on the PC either, just RadeonPro tweaks for better AA, adaptive v-sync, and a tessellation level that doesn't kill my framerate for zero image quality gain.I can't imagine there's much to distinguish the PS4 version from the PC version.
