I think moderating is fairly simple.

Allow an op to designate whether a thread is open to off-topic posts. If yes, go nuts.

If not, stick to the topic.

If and when enforcement comes up moderators make a judgment call on whether an op is keeping with the spirit of the rule and not using it to be a douche that calls foul on posts that are topical but expressed in a way they don't like, and vise versa that other posters are not being superficially topical as a means of effectively derailing.

Anyone can create a topic on whatever they want be it the juice, dingers, inbred hillfolk or whatever turns their wheel.

He was more in Evanston, Illinois- and grew up in Roger's park - and currently lives in Naperville.

And ended up getting involved with high scale real estate ventures, including multi family housing units.
