You're right. They're not their own legislature. Legislatures make laws. Law enforcement agencies enforce laws.

New England states are not like other parts of the country that have county-level government. Each municipality has its own independent law enforcement agency, and my university has what is effectively it's own municipal police force, which operates under the authority of its own Department of Public Safety.

I looked it up just to be sure.

Here you go. The two large Universities in the state both have their own independent police DEPARTMENTS. They're not just cops assigned to the campus that operate under some other law enforcement agency.

It isn't. But it's a municipality with its own laws, and has it's own Department of Public Safety with it's own law enforcement agency and its own police force.

It is exactly the same for URI and Brown. They are effectively their own municipalities with their own laws and their own Departments of Public Safety with their own police forces.

It's actually even weirder than this. The University of Rhode Island, somehow, through some legal voodoo, has the right to suspend the constitution of the United States and the RI state constitution and bar ownership, open carry, and state permitted concealed carry of legal firearms on campus by both residents of the university and the university police force. Even Washington DC's gun ban was struck down by the US Supreme Court, but URI's gun ban is still somehow not just a universitypolicy, but an actual municipallawof the University of Rhode Island.

I think what you're missing here is that Boston can pass laws which are then enforced by their own police force. A university cannot.

There is no county-level governments in Rhode Island, so towns get to make and enforce all their own laws. So URI and Brown get to make and enforce their own laws just as if they were towns.
