WoW can't have mid feature after mid feature, especially not after FFXIV made clear that WoW isn't invulnerable, and things like the Riot MMO loom on the horizon, and people start to cling to the AoC hype.
The internal metric at Blizzard seems to be "how many players (= accounts) engage with the system regularly". By that metric even raids are not worth developing, as only a single digit percent (I think it was 3% or so) even raid at least normal mode once per month. In contrast, mission tables are a huge success, so we clearly need more of those. This is what "designing by metrics" gives you.
What Blizzard does not seem to grasp it that housing at its core is a very social system. No one cares about their own house long term if they can't show it off to other people, or use it for guild/RP purposes. Look at FFXIV how even a buggy and hard to use system can be used for night clubs and jumping puzzles.
So, it'll be probably doomed to fail, because Blizzard has killed social interaction in WoW and replaced it with esport toxicity. Blizzard is the epitome of "my way or the highway" and "no fun allowed."
