This arc is on par with the later DBZ arcs like Androids/Cell/Buu.

Frieza Saga is the absolute pinnacle of the series though, I wonder if they can ever match that?

I do as well. The Cell Saga was all the payoff from the Saiyan and Freiza saga when it comes to most of the characters. Besides the Vegeta/Goku dynamic that got resolved in Buu Saga.
