They capped spell damage to 40% Trust me, when I saw anyone at 39% harm touch was spamming.
When I was playing, during PoP I had such immense resistances on my paladin that when the GM's held an arena event, the only spells that landed on me were lures? I walked around murdering all the casters because they just couldn't touch me. Was this different on PVP servers? I remember that it came down to me and two necros, and they basically stood there doing nothing and died.

But you know I've just got to be right.
Nobody can really think SOE would be so foolish as to make ALL PvP instanced.

Remember these words:
- Smedley: "it will be the largest sandbox-style mmo ever designed"
- McPherson: "we avoid bad design decisions" in response to non-consensual PvP
- Smedley: "I agree wholeheartedly" in response to "A sandbox game needs conflict to drive the economy, which means open-world PvP and risk/reward."
- Dave Georgeson: "We made big old lists about what we loved about MMOs, what we hated about MMOs, and then this shorter list that was all the holy grails that we always wanted to conquer."
- And last but not least- EQ2 has servers with open-world PvP and battlegrounds!

SOE knows precisely what they're doing.
If you had to guess when the game is getting released what would you guess this year?

I'd bet $20 he or she is. Everything in his (or her) post will turn out to be spot-on.

They kinda did that in EQ. Spells only did 2/3 damage on players, and certain spells were later capped to like 66%, or was it 75%, of a player's max hp. They also made some spells do nothing in pvp like charm and fear. At least that was on the pvp servers. I think it was different in duels on the blue servers.
That was a generic approach with no true balancing, I'm talking about having the ability to tweak things individually to provide "actual" balance without impacting PVE or vice versa. Also no ability should just be wiped off the slate but there is always ways to reshape it to keep the same feel without creating OP abilities. But hell apparently even EQ1 dev's had a better approach then all the recent MMO dev's at balancing PVP haha.

There are warnings when you leave high security space. In EQ there was a warning that you had entered into a PvP arena when you stepped into one.
The quote "There has got be some primary form of PvP in place that's either open-world or area-limited or otherwise"

That could suggest two server types - Evelight (potential ganking anywhere but mayb security sectors) and Eve-extralight where PvP can only occur in certain areas (WoW has this right?)

PVP: don't put PVE required resources in PVP zones unless it is on a PVP server. Hell, don't have PVP enabled in zones even on PVE servers. Let that be the realm of instancing. Keep the shit holes separate from the real content, k?

PvP can only occur in certain areas (WoW has this right?)
WoW used to have a box here and there you could fight in open-world, but now they generally dedicate a persistent zone to it with PvP oriented quests and a battle that occurs like 2hr from the time the last one finished.

-Confirmed world is changing, adaptable, modable, destructible (huge)
-Stated that most housing is instanced but there are some in-world houses So guilds can go hang out together.
-Confirmed in-world PvP but suggested that there might be two types of servers.
-Explained the reason for instanced player content (which is important)
