Nah, my insurance company lowered their rates to stay competitive with the exchanges. So Obamacare got me improved coverage and a few $1000 a year off my health care with no action on my part.

There's been dozens of people on various news programs with PEC before that have been making $1-2k/yr savings quotes (if not more than that - think I saw a $500/mo one but I'm not 100% sure) he's not exactly a best case scenario.
Stop watching conservative circle jerks and you'll see a few good examples quoted (as well as some bad outside of MSNBC)
Note: My preMedicare policy was $2k/mo - if I didn't have Medicare I could get the same policy for $350/mo myself just from PEC being illegal now.
