Well Israel is a nuclear power since the late 60's, I don't think anyone would seriously consider taking them on anymore. Could also argue intent. Does the IDF purposely set out to kill civilians(know one knows, and the whole thing is just "he said/she said")? Does Hamas just fire rockets randomly, do they lack the tech to aim or do they just not care where it lands?
